1. PEACE PACT FOR PROGRESS

India, China, Pakistan, Bangladesh, Bhutan, Nepal, Male, Myanmar and Afghanistan should get sign a peace treaty to the effect of abstaining from war, or from any kind of political conflict, (completely and under all circumstances ) till the year 2050, just as all the European countries had signed A Peace Treaty, after the World War II, to form European Union. This agreement shall ensure securities and unblemished prosperity for all the member countries.

2. CORPORATE DEFENCE

All the member countries should develop a corporate-peace-policy, thereby limiting their armies and armaments. A combined Defense Force should be formed to shoulder full responsibilities for the safety, security and uniform progress of all the inhabitants of U.S.S.A. It shall also be responsible for ensuring a peaceful relationship between all the member countries. Thus, instead of warfare and role of these forces will be the development of these countries, and their defense against natural calamities.

3. A FLAWLESS POLITICAL STUCTURE

All the countries of U.S.S.A., or rather. Especially ‘India’ should follow “Presidential form of Government,’ just like in America. The present democratic system of, “A government of the people, for the people and by the people” is not only faulty and instable, but a complete failure so far. Therefore, it need to be amended. On the other hand, American Democratic System is much more transparent (open and sincere). In America, every citizen has the right to vote for the election of the President, and in turn, the president has to fulfil his duties towards each and every voter.

SELECTO-ELECTORAL METHOD

The power to elect the President should be wielded by such elected members as are enlightened, educated and judicious. Secondly, the the right to elect these members should be given, only to those citizens, who can fully justify certain preordinated standards and specifications. This way the right kind of voters will exercise their rights properly and judiciously. Thus, deserving and appropriate public representatives can be selected, who will further have the right to vote and contest on the basis of population and learning.

In U.S.S.A. the age of an active politician should be between twenty five to fifty years. Henceforth learned, persevering and accomplished politicians should form “Sadvipra Samaj”Under the supervision of these “ Sadvipra Samaj ” the states ought to be reorganized on the basis of language, culture, geographical structure, and historical background, without any prejudice or partiality. “ Sadvipra Samaj ” will control and supervise all the departments, such as-Defense, Revenue, Transport, Telecommunication, Law and order, Foreign Policy, Development of Human Resources, and Harmonious Relationship among various sects and communities.” What are Sadvipras?” It is the name given to the Advisory and Administrative Committee, responsible for maintaining political stability as well as for disciplining, evaluating and supervising the activities of the political leaders.

4. PROGRESSIVE UTILISATION

In U.S.S.A. every individual should be given an equal opportunity to develop and grow. All kind of discrimination based on religion, race, caste, sex or place of birth should be abolished. It naturally follows that no privileges or concessions of any kind on the bases of caste will be granted. Instead, each and every individual will be provided with the five basic necessities of Food, Shelter, Education, Health and Employment. Inorder to bridge the gap between the rich and the poor, programs for leveling earning will be launched, so that the gap between the richest and the poorest must not be more than ten folds. Thus the government shall have to make all possible efforts to ensure equitable distribution of wealth among all the different classes of people, suitable restrictions will be imposed on capitalists, and the difference in income and wealth will not surpass more than ten times between the richest and the poorest. 5. MUTUAL INTER-RELATIONS OF U.S.S.A COUNTRIES

All the natives of U.S.S.A. will be allowed reciprocity i.e. freedom to visit any of the member countries, on the basis of common passport and visa system. Anyone possessing this common passport and visa will have an unrestricted access to any of the member countries. “VISA-GOLD” i.e the issued visa by the member country should be duly recognized and accepted by all the nine countries – India,Pakistan,Afghanistan, Nepal, Bhutan, Bangladesh, Myanmar, Srilanka and China. Every member country will issue identity cards to each and every citizen, to ensure his or her social security i.e., food, shelter, health, education and employment. These cards will be a proof of his or her national identity. These cards will also be utilized for the purpose of voting.

6. U.S.S.A. BUSINESS, MUTUAL TRADE

There should be an uninhibited interchange and thereby uninhibited growth of art, culture, trade, science, medicine, technology etc., between the member countries. No restrictions should be imposed on setting up industrial, technological and agricultural units, in any of these countries, by any of these countries. Thus, a glorious cultural, technological, industrial, agricultural, and artistic assimilation as well as resurgence will be achieved for common interest. In the matter of Trade and Industry no formalities of license, quota, permit toll-tax etc. should be imposed. Such freedom shall ensure industrial growth, technological development and economic prosperity. Finally the material resources of the land, as well as of the manufactured products of industrial units, will be accumulated, and then redistributed equally and justly, among all the member countries, at jointly fixed prices, in order to sub serve common good in an ecofriendly manner.

All the member countries should have the same common currency to facilitate travel, tourism, trade and every kind of business exchange. The trade should follow a Barter system, and thus put an end to illegal trading and violate exchange rates All the member countries of U.S.S.A. will have complete freedom in the field of economic, agricultural, technological, educational, cultural and artistic growth, as long as they do not invade the liberty or safety of any other member country. Even at the state level, all kinds of restrictions (political or financial) should be lifted.

7. PROGRESSIVE REVENUE SOURCE& STABLE CURRENCY

U.S.S.A. should completely abolish income tax and thereby put an end to black money. Instead a 10% social security tax should be imposed and collected. The accumulated funds should be used for providing the basic necessities to the future generations. A nominal sales tax should be imposed on the products when finally marketed and sold to the consumer. Gold should be declared national property i.e., the entire amount of gold in the bank or possessed individually, should be treated as a National Gold Reserve and taken into account while determining the exchange rate. The government should have the authority to purchase gold, if required, at its current rate in the hour of need. There should be no tax on gold and, therefore, no need to hoard it illegally. Thus, the value of U.S.S.A. currency will go up miraculously in comparison to the American dollar. I personally feel and estimate that in accordance with the gold reserve in India, the value of American dollar will come down to $ 4 for Re. 1/-One rupee will have the purchase value of four American dollars! Also the personally acquired gold over the centuries, lying dead in the banks, and in the personal safes, will be utilized beneficially.

8. UNRESTRICTED TRANSMISSION& TRANSPORT

Through the common satellite medium, there should be a mutual exchange and development of telecommunication-telephone, telex, fax, etc. Similarly there should be a transportation infrastructure providing easy access to all the South Asian countries by sea, by air and by land. Excellent highways should be constructed running from Kabul to Islamabad, to Delhi via Dhaka & Katmandu, to Thimphoo and Rangoon similarly from Srinagar to Srilanka. Railways and Motorways net-work should be developed equally and extensively---at least twenty track Motor Highway are to be laid, linking all the member countries. It won’t be a fallacy to stay that the future car racers will have their longest “Car Rallies for peace and Progress”, between Pacific Ocean to Atlantic Ocean by road. Because, as we know, the Top deck co. U. K. has already made its historic journey by road, from London to Katmandu, and now it is the turn of the

U.S.S.A. citizens to set new records.

9. THE ROLE OF RELIGION IN U.S.S.A.

“The entire human race is one” It is a universal outlook where all the countries shall comprise of a Single Family Unit, with a single Omnipresent Father (the God) and a single all pervasive Mother (the mother nature ) bound by Universal brotherhood and humanitarian outlook. A synthesized moral education shall be imparted, based on the common underlying principles of all the religions and religious beliefs, with the sole purpose of identifying, analyzing and fully utilizing such factors, as are essential for self-realization and for the highest good of society.
